Second, lots of moisture on sill plate. No snow or dirt on outside, but pools of clean water on vapor barrier. Sill plate had a 6" batt, then a section of blue board to fit between TGIs on that. Maybe just intiail drying out of crawl space, plus, there was a garden hose hooked up to pressure tank, like they had washed down walls or something. Any comments on this?

Was the foam installed against the rim joist or to the interior of the building??

Is there crawlspace venting??
Leaking duct work??
Open heat duct in the crawl??
Dryer vents out??

Jim,

Is that a ICF foundation? If so was there moisture at the footings and maybe some wicking going on?

How old was this house? If the hose was connected to the pressure tank and the house is new it is very common for the contractor to flush the well through the pressure tank rather that a hose bib to prevent sand and gravel in the valve stem. They are not always careful when disconnecting the hose to make sure the water remaining in the hose drains outside.

New houses framed in the winter often have frost build up on the foundation and rim joist from the heaters used to heat before the furnace (boiler) is connected. If the blue board was on the inside of the fiberglass the area has not had enough time to dry out through the siding. The insulation contractor should have dried the rim before insulating. There is a risk of UFO ( unidentified fuzzy objects) if the area does not dry out.
